Equal education

In a classroom, a mentally handicapped boy stands next to the teacher’s desk. The teacher, a middle-aged woman is standing up in front of her desk to lecture the class. She tells the boy to just stand there and tap his foot. The boy’s foot is tapping, it is hard to tell if it is an involuntary twitch or if he is keeping a beat.
Then I am walking down a street, there are flowers and grassy fields around. I am complaining to the person I am with about the treatment and quality of education the boy is receiving.
